An investigation into sexual harassment allegations against Robert Doyle has not reached any final conclusions because the former Melbourne lord mayor is ill.

The lead investigator said there was no reason to doubt claims made by a woman who alleges she was sexually harassed by Mr Doyle at a black tie event in 2016 when he was the chairman of Melbourne Health.

Mr Doyle has been accused of groping the woman while her fiance and his daughter sat metres away.

But Charles Scerri QC said because Mr Doyle has been too sick to respond to the allegations, he has been unable to make any findings.

“In my report I determined that in the absence of any response from Mr Doyle, I was not able to reach — and did not reach — any final conclusions about the allegations regarding his conduct,” he said.

Mr Scerri said he found Melbourne Health responded to the complaint appropriately.

Mr Doyle resigned as lord mayor in February after two fellow councillors claimed he indecently assaulted and sexually harassed them.

Another independent investigation found his conduct could constitute sexual harassment.

The ABC has contacted Mr Doyle for comment.

More to come.
